Antonio Diaz, owner of Bellingham's Cafe Rumba, makes classic dishes from Peru. Tonight's menu is cebiche de camarones a la crema de apio (shrimp ceviche with celery cream), pollo saltado (Peruvian-style chicken stir-fry), and quinoa con leche a la maracuya (passion fruit flavored quinoa pudding).
